Terms of Service
Last updated and effective November 3, 2026
You, the buyer, may cancel this contract, without any penalty or obligation, at any time prior to midnight of the third business day following the date of this contract, excluding Sundays and holidays. Notice of cancellation need not take a particular form and is effective if it indicates your desire to not be bound by this contract. To cancel this contract, send an email that states that you, the buyer, are canceling this contract, or words of similar effect. Send this notice to: BlackGem LLC, maker of Noora, at [email protected].
These Terms are a contract between you and BlackGem LLC, the company that makes Noora. Please read them. They explain what you can expect from us and what we expect from you.
The short version
- Noora is for adults 18 and older who are looking for marriage, in the United States and in Canada outside Quebec.
- Be honest about who you are. One account per person.
- We have no tolerance for objectionable content or abusive users. People who break our Community Guidelines are warned, suspended or banned.
- You own what you post. You let us use it only to run Noora.
- Premium renews automatically through Apple until you cancel. There is no free trial.
- You can pause or delete your account at any time.
- If you live in the United States, disputes go to individual arbitration unless you opt out (Section 19).
These Terms of Service (“Terms”) cover the Noora app for iPhone and the services we provide through it (together, “Noora”). “BlackGem”, “we”, “us” and “our” mean BlackGem LLC. “You” means the person using Noora.
By creating an account or using Noora, you agree to these Terms, our Community Guidelines and our Privacy Policy, which explains how we handle your information. If you don’t agree, please don’t use Noora.
If you live in the United States, Section 19 requires most disputes with us to be resolved through individual arbitration instead of in court, and it waives class actions and jury trials. You can opt out within 30 days. If you live in Canada, Section 20 applies to you instead.
1Who can use Noora
To use Noora, you must:
- be at least 18 years old;
- live in the United States, or in Canada outside Quebec (Noora isn’t offered in Quebec yet);
- be able to enter into a binding contract, and not be barred from using Noora under any law that applies to you;
- be looking for marriage, for yourself;
- have only one Noora account, and never have been banned from Noora;
- never have been convicted of, or pleaded guilty or no contest to, a crime involving violence, threats of violence or sexual misconduct, and not be required to register as a sex offender.
By using Noora, you confirm that all of these are true. If any of them stops being true, you must stop using Noora and delete your account.
2Your account
- You can sign in with your phone number, your Apple Account or your Google account. Keep your phone and these accounts secure. You are responsible for everything that happens in your Noora account.
- Give accurate information and keep it up to date, including your name, age, marital status and photos. Your profile must be about you.
- You may not sell, transfer or share your account, or create an account for someone else.
- If you think someone else has used your account, contact us right away at [email protected].
3Verification and photo review
- New profiles and photos are checked before other members can see them, by automated tools and, where needed, by our team.
- To keep fake profiles out, Noora asks for a selfie taken in the app. With your consent, our verification provider checks that a real person is taking the selfie, compares your selfie with your profile photos using automated face comparison, and later compares any photo you add or change with your selfie. If the automated checks don’t clearly pass, a person on our team can review your selfie and photos instead. The checks never reject you on their own. If you don’t consent, our team checks your selfie against your photos by eye instead. Your selfie is never shown to other members. The Biometric Data section of our Privacy Policy explains what is collected, how it is used and when it is deleted.
- Photos and stories are screened automatically and may be reviewed by our team. We may reject a photo or story, or ask you to take a new selfie.
- Verification lowers risk, but it cannot guarantee that a member is who they say they are. Please read Section 9.
4Community Guidelines
Noora has no tolerance for objectionable content or abusive users. Everyone on Noora must follow our Community Guidelines, which are part of these Terms. If the Community Guidelines and these Terms conflict, these Terms control. In particular, you may not post, share or send:
- nudity, sexual content, or sexual or suggestive messages, and never an intimate image of anyone without their consent;
- violence, gore or threats, or content that encourages self harm;
- harassment, bullying, or hateful content about anyone’s religion, sect, ethnicity, race, nationality, gender or disability;
- false or misleading information, including someone else’s photos or a false name, age or marital status;
- anyone’s private information without their permission;
- requests for money, gifts, investments, cryptocurrency or financial details, or any kind of scam;
- advertising, promotions, links to other services, or spam;
- anything illegal, or anything that promotes illegal activity.
And you may not:
- harass, stalk, threaten or pressure another member, on Noora or anywhere else;
- contact a member who has blocked you, or try to get around a block, a suspension or a ban;
- create more than one account, or a new account after a ban;
- use Noora for any purpose other than looking for marriage for yourself, including any commercial purpose;
- make false reports about other members;
- copy or collect information from Noora by automated means, reverse engineer or modify the app, interfere with how Noora works, or get around any security feature, limit or moderation step.
5Your content
“Your content” means what you add to Noora, such as your profile details, photos, stories, prompts, messages and voice messages.
- You own your content. You give us a worldwide, nonexclusive, royalty free license to host, store, copy, process, adapt (for example, resize or compress), display and transmit your content, only to operate, protect and improve Noora as described in our Privacy Policy. This includes showing your profile and stories to the members who can see them, and delivering your messages to the people you send them to.
- This license ends when your content is deleted, except for copies we are required or permitted to keep as described in our Privacy Policy, and copies in backups, which are overwritten on a regular schedule.
- You confirm that you have the right to post your content, and that the photos on your profile show you.
- We may screen, review, refuse or remove any content that breaks these Terms or our Community Guidelines, or that we must remove by law. We are not required to monitor content, but we use automated screening and human review to help keep Noora safe.
6Other members’ content
Content shared by other members belongs to them. You may not copy, save, record, screenshot, share or publish another member’s photos, stories, messages or profile outside Noora without their permission. We don’t check that what members post is accurate, and we aren’t responsible for it.
7Stories
- You can post a photo, or a video between 2 and 10 seconds long, as a story.
- Your story can be seen for 24 hours by members who can see your profile. After 24 hours it disappears, and we delete it. If someone reported it, we keep it hidden for up to 30 days to review the report.
- While your account is paused, only your matches can see your story, and you can’t post a new one.
- Stories are screened automatically before anyone else can see them. If a story is blocked, it isn’t posted, and we tell you so you can choose something else.
- You can see which of your matches viewed your story, and how many other members did. A reply to a story is sent to its owner as a message.
- Members can report a story that breaks our Community Guidelines. While we review a report, we may hide the story, or all of that member’s stories.
8Messages
- You can send text and voice messages to your matches. Voice messages can be up to 5 minutes long.
- Members without Premium can keep a limited number of conversations going at one time. The limit is shown in the app.
- Messages are private between you and your match. We don’t read them, except when a conversation is reported, when we need to investigate a safety or security problem, or when the law requires it. Our systems process messages so we can deliver them and send notifications.
- Once a message is delivered, it can’t be unsent.
- If either of you unmatches, blocks or reports the other, no new messages can be sent in that conversation.
9Safety, reporting and blocking
NOORA DOES NOT CONDUCT CRIMINAL BACKGROUND CHECKS OR SCREENINGS OF ITS MEMBERS.
We can’t guarantee the identity, intentions or conduct of any member. You are responsible for your interactions with other members, on Noora and off it.
Safety awareness
- Anyone who is able to commit identity theft can also falsify a dating profile.
- There is no substitute for acting with caution when communicating with any stranger who wants to meet you.
- Never include your last name, email address, home address, phone number, place of work or any other identifying information in your profile or your first messages. Stop communicating with anyone who pressures you for personal or financial information, or tries in any way to trick you into revealing it.
- If you choose to meet another member in person, always tell someone in your family or a friend where you are going and when you will return. Never agree to be picked up at your home. Always provide your own transportation to and from your meeting, and meet in a public place with many people around. Involve your family or wali if that is your practice.
- Never send money, gifts or financial information to someone you met on Noora.
- If you are in danger, contact local emergency services first. Then report the member to us.
More safety tips are on our Support page. Our Safety Policy explains our safety rules, how verification works and what happens after a report.
Blocking and reporting
- You can block any member at any time. They aren’t told, and they can no longer see your profile or your stories, or message you.
- You can report a member from their profile, from your conversation, or from their story. Reporting someone also blocks them. Our team reviews reports within 24 hours, removes content that breaks our rules and takes action against the member who posted it, up to removing them from Noora. If we take action on your report, we let you know, but we don’t say what the action was. We never tell anyone who reported them.
Intimate images shared without consent
If an intimate image or video of you is on Noora without your consent, email [email protected] with “Removal request” in the subject. Please include your name and contact details, your physical or electronic signature (typing your full name is enough), enough information for us to find the image (for example, the member’s name and where you saw it) and a short statement that you believe in good faith it was shared without your consent. Someone acting for you can send the request. We remove the image, and any copies we know of, within 48 hours of receiving a valid request, and we act against the account that posted it.
10Warnings, suspensions and bans
When someone breaks these Terms or our Community Guidelines, our team decides what to do based on what happened and the member’s history. These decisions are made by people, not by automated systems. We usually follow these steps:
- Warning for a first minor issue, such as rude messages, or a photo or bio that breaks our guidelines.
- Suspension for 7 days for a second issue within 6 months, or a first serious one such as sexual comments or harassment. While suspended, you can’t message, like, match, post or change your profile, and other members can’t find you. Your matches and conversations are kept, and everything returns when the suspension ends.
- Permanent ban for a third issue, or for anything severe, such as threats, explicit photos, asking for money or other scams, a fake identity, being under 18, or coming back on a new account after a ban. A banned member can’t use Noora or create a new account.
We may skip steps when needed to protect members. A warning is shown to you in the app. We may also send notice of a suspension or ban to the confirmed email address on your account.
Reports never hide an account automatically. Our team reviews every report, and a person decides every warning, suspension and ban.
Appeals
If you think we got it wrong, tap Appeal This Decision on the suspension or ban screen and tell us why. You can appeal each decision once. A person on our team reviews every appeal, and we reply by email, or in the app if your account has no confirmed email address. If we reverse a decision, we restore your account fully.
Deleting your account doesn’t end a suspension or ban
To stop banned members from coming back, we keep a small record of each ban even after the account is deleted, as explained in our Privacy Policy.
Your subscription
A warning, suspension or ban doesn’t pause or cancel your subscription. Apple keeps billing you until you cancel in your Apple Account settings. We don’t give credits for time lost to a suspension or ban, and Apple handles all refund requests.
11Pausing and deleting your account
Pause
You can pause your account at any time in Settings. While you’re paused, you don’t appear in Discover, your conversations keep working, only your matches can see your story, and you can’t post a new one. You can unpause in Settings at any time.
Delete
You can delete your account in Settings. Your profile is hidden right away, and you have 30 days to change your mind by signing back in. After 30 days, your account and content are permanently deleted, as described in our Privacy Policy. Deleting your account doesn’t cancel your Premium subscription; cancel it in your Apple Account settings.
If we close your account
We may suspend or close your account as described in Section 10. If we ever stop offering Noora, we will tell you in advance where we can.
13Apple and the App Store
You get the Noora app from Apple’s App Store, so the following also applies:
- These Terms are between you and BlackGem only, not Apple. BlackGem, not Apple, is solely responsible for Noora and its content.
- We give you a limited, nontransferable license to use the Noora app on Apple devices that you own or control, as allowed by the Usage Rules in Apple’s Media Services Terms and Conditions.
- Apple has no obligation to provide any maintenance or support for the app.
- If the app fails to conform to any applicable warranty, you may notify Apple, and Apple will refund the purchase price of the app, if any. To the maximum extent the law allows, Apple has no other warranty obligation for the app. Any other claims, losses, liabilities, damages, costs or expenses caused by a failure to conform to a warranty are BlackGem’s responsibility, to the extent these Terms don’t disclaim them.
- BlackGem, not Apple, is responsible for addressing any claims by you or a third party relating to the app or your possession and use of it, including product liability claims, claims that the app fails to meet a legal or regulatory requirement, and claims under consumer protection, privacy or similar laws.
- If a third party claims that the app or your possession and use of it infringes their intellectual property rights, BlackGem, not Apple, is responsible for investigating, defending, settling and resolving that claim.
- You confirm that you are not located in a country subject to a United States Government embargo or designated by the United States Government as a “terrorist supporting” country, and that you are not on any United States Government list of prohibited or restricted parties.
- You must follow any third party terms that apply when you use the app, such as your wireless carrier’s.
- Apple and its subsidiaries are third party beneficiaries of these Terms. Once you accept these Terms, Apple has the right to enforce them against you as a third party beneficiary.
Questions, complaints or claims about the app go to us, not Apple, at [email protected].
14Our rights in Noora
Noora™ is a trademark of BlackGem LLC. Noora, including its design, software, text, graphics, logos and trademarks, belongs to BlackGem or its licensors. As long as you follow these Terms, we give you a limited, personal, nonexclusive, nontransferable and revocable license to use the app for your own noncommercial use. If you send us ideas or feedback, we may use them without any obligation to you.
15Changes to Noora and these Terms
We may change, add or remove features of Noora.
We may also update these Terms. If a change is important, we will tell you in the app or by email at least 30 days before it takes effect, unless we must make it sooner for legal or safety reasons. If you don’t agree with a change, you can stop using Noora and delete your account before it takes effect. If you keep using Noora after a change takes effect, the updated Terms apply to you. If you live in Quebec, Section 20 explains how we tell you about changes.
16Disclaimers
Noora is provided “as is” and “as available”. To the fullest extent the law allows, we disclaim all warranties, express or implied, including warranties of merchantability, fitness for a particular purpose, title and noninfringement.
We don’t promise that Noora will always be available, secure or free of errors, that you will find a match or a spouse, or that any member is who they say they are.
17Limitation of liability
To the fullest extent the law allows, BlackGem and its owners, employees and service providers are not liable for any indirect, incidental, special, consequential, exemplary or punitive damages, or for any loss of profits, data, goodwill or opportunity, arising from or related to Noora or these Terms, including the conduct of any member on Noora or off it. Our total liability for all claims related to Noora is limited to the greater of US$100 or the amount you paid for Noora in the 12 months before the claim arose.
These limits don’t apply to liability that the law does not allow us to limit, such as liability for our gross negligence or intentional misconduct, or for death or personal injury caused by our negligence.
18Responsibility for misuse
If you break these Terms or the law, or misuse Noora, and someone makes a claim against us because of it, you agree to cover our reasonable losses and costs from that claim, including reasonable legal fees, to the extent the law allows.
If you live in New Jersey
Sections 16, 17 and 18 apply to you only to the extent New Jersey law permits, and nothing in them limits any right you have under the New Jersey Consumer Fraud Act or the Truth in Consumer Contract, Warranty and Notice Act.
19Disputes if you live in the United States
This section applies if you live in the United States.
Talk to us first
Before starting arbitration or a court case, email [email protected] with your name, the phone number on your account, a description of the problem and what you are asking for. We will try in good faith to resolve it with you within 60 days.
Arbitration
If we can’t resolve it, you and BlackGem agree that any dispute arising out of or relating to Noora or these Terms will be resolved by final and binding individual arbitration instead of in court, except for the claims listed under Exceptions below. The arbitration will be administered by the American Arbitration Association (“AAA”) under its Consumer Arbitration Rules, available at adr.org. The Federal Arbitration Act governs this section. The arbitrator decides all issues, except that a court decides questions about the scope, validity and enforceability of this section and of the class action waiver below. Hearings can take place by phone or video, or in the county where you live. Payment of filing, administration and arbitrator fees follows the AAA Consumer Arbitration Rules.
No class actions or jury trials
You and BlackGem may bring claims against each other only individually, and not as a plaintiff or class member in any class, collective or representative proceeding. You and BlackGem each waive the right to a jury trial.
If the class action waiver is found unenforceable for a particular claim, that claim must be decided by a court, not in arbitration.
Exceptions
- Either of us may bring an individual claim in small claims court.
- Either of us may ask a court to stop the infringement or misuse of intellectual property rights.
- You may choose to bring a claim relating to sexual assault or sexual harassment in court instead of arbitration, individually or as part of a class, as the Ending Forced Arbitration of Sexual Assault and Sexual Harassment Act allows.
Many similar claims
If 25 or more similar arbitration demands are filed against BlackGem, or by BlackGem, by the same or coordinated lawyers or organizations, the AAA Mass Arbitration Supplementary Rules apply. Both sides will work in good faith to resolve them efficiently, for example by deciding a small group of the cases first. Any time limit for bringing a claim is paused for the cases waiting their turn.
Opting out
You can opt out of this arbitration agreement within 30 days of first accepting these Terms by emailing [email protected] with the subject “Arbitration Opt Out”, your name and the phone number on your account. Opting out doesn’t affect anything else in these Terms.
Governing law and courts
These Terms are governed by the laws of the State of New Jersey and of the United States, without regard to conflict of law rules. If a dispute is not subject to arbitration, the state and federal courts located in New Jersey have exclusive jurisdiction, except for small claims.
Future changes to this section
If we change this section, the change won’t apply to a dispute that arose before the change, unless you agree.
20If you live in Canada
- These Terms are governed by the laws of the province or territory where you live and the federal laws of Canada that apply there. You may bring a claim in the courts of your province or territory.
- Section 19 doesn’t apply to you. You keep your right to go to court and to take part in a class action.
- Nothing in these Terms limits your rights under the consumer protection laws of your province or territory.
If you live in Quebec
- The Consumer Protection Act applies to you. Sections 16, 17 and 18 apply only to the extent Quebec law allows. Nothing in these Terms limits our liability for our own acts or those of our representatives, or for bodily or moral injury.
- Before a change to these Terms takes effect, we will send you a written notice at least 30 days in advance that sets out the new clause, the clause it replaces, if any, and the date it takes effect. You may refuse the change and cancel your account without cost or penalty by telling us within 30 days after it takes effect.
21General terms
- Entire agreement. These Terms, our Community Guidelines, our Privacy Policy and any terms shown to you when you buy a subscription are the entire agreement between you and BlackGem about Noora.
- Transfer. You may not transfer your rights under these Terms. We may transfer ours as part of a merger, acquisition or sale of assets, and we will tell you if that happens.
- If part of these Terms is unenforceable, the rest still applies.
- No waiver. If we don’t enforce part of these Terms, we can still enforce it later.
- Events outside our control. We aren’t responsible for delays or failures caused by events outside our reasonable control.
- What continues after your account ends. Sections 5 (for content we are allowed to keep), 6, 10 (a ban continues after an account is deleted) and 13 to 22 continue to apply.
- A copy of these Terms. Ask us at [email protected] and we will email you a copy you can keep.
- Notices. We may send you notices in the app, by push notification, by text message or by email. You can send notices to us at [email protected].
22Special state terms
If you live in New York
- Noora doesn’t promise a set number of referrals each month. You can see the members Noora suggests and browse as you like.
- If Noora gives you no suggested matches at all for two or more months in a row, you may cancel Premium and get back all you paid for it. We don’t charge a cancellation fee.
- You may put your Premium membership on hold for up to one year by telling us in writing at [email protected].
- When you joined, you agreed in writing, through our Privacy Policy, to the service providers that handle your information for us. Beyond that, we won’t sell, assign or otherwise transfer your personal information, including your answers and photos, to anyone for any purpose without your prior written consent.
- When your account ends, we delete your personal information as our Privacy Policy describes, except what the law or a court order requires us to keep, and we confirm the deletion to you by email.
- Read the Dating Service Consumer Bill of Rights.
- Our safety awareness tips are in Section 9, and in the app under Settings, Safety.
If you move
Noora is offered throughout the United States and in Canada outside Quebec. If you move somewhere Noora isn’t offered, tell us at [email protected] and we will help you get a refund for the Premium time you can’t use.
If you live in California
You can cancel Premium within three business days, as set out at the top of these Terms. Under California Civil Code section 1789.3, you may report complaints to the Complaint Assistance Unit of the Division of Consumer Services of the California Department of Consumer Affairs, in writing at 1625 North Market Blvd., Suite N112, Sacramento, CA 95834, or by phone at (800) 952‑5210.
If you live in Colorado
Our Safety Policy sets out our rules on safety, verification, reports, suspensions, bans and appeals, and lists resources in Colorado.
